San Jose Mayor Sam Liccardo just proposed a new law that would require all firearm owners in San Jose to carry liability insurance for their weapons.
This would be the first law of its kind in the United States if it is approved by voters.
Gun owners who don't or can't buy liability insurance could be forced to pay an annual fee to the city.
