Hurricane Ida is causing emergency level flooding in the east and this video is of someone in a higher floor building looking down on the streets in Philly!! As you can see cars are flooded up to their windows in water and people on the ground floor of any building have been evacuated! So far emergency services have reported a total of 22 people losing their lives in the aftermath of Hurricane ida.
