Horrible news coming out of Fairfield. A mother and father have been arrested and charged after police found 10 children living in horrible conditions. Bathrooms were covered in feces, the home had trash everywhere, and they allege the children suffered physical and emotional abuse.
The mother denies the charges and says the home was messy because she was frantically looking for her child. OK. Check out the full story below.
On March 31, police responded to a report of a missing juvenile in the 2200 block of Fieldstone Ct. The officers located the missing 12-year-old and returned to the child’s home, police said.
Police say once they arrived at the home, they conducted a search due to concerns for the safety and health of the child and the child’s siblings.
During the search, officers found nine more children, ranging in age from 4 months to 11 years old, living in "squalor and unsafe conditions," police said.
The mother, Ina Rogers, a 30-year-old Fairfield resident was arrested and booked into Solano County Jail for child neglect.
All 10 children were taken into protective custody by Solano County Child Welfare Services. They have been placed with various family members, according to authorities.
With the assistance of Child Welfare Services and the Solano County District Attorney’s Office, detectives with the Fairfield Police Department’s Family Violence Unit initiated an investigation.
Police say the investigation revealed a long and continuous history of severe physical and emotional abuse of the children.
According to police, the children described incidents of intentional abuse resulting in "puncture wounds, burns, bruising and injuries consistent with being shot with a pellet gun."
Police say the children talked about incidences dating back several years with the earliest known report in 2014.
"There was enough evidence to charge someone with seven counts of torture," police said.
As a result of the investigation, an arrest warrant was issued for the father of the children.
At around 8:30 a.m. on May 11, detectives responded to the residence on Fieldstone Ct and served the arrest warrant.
Jonathan Allen, a 29-year-old Fairfield resident, was arrested and booked into the Solano County Jail for 9 counts of felony torture and 6 counts of felony child abuse.
Allen pleaded not guilty Monday to all counts of torture and child abuse.
Allen was arrested after specialists conducted interviews with the children, Hurlbut said. He was being held in Solano County Jail in lieu of $1.5 million bail.
Court records do not indicate whether the parents have lawyers.
Aleida Quartman, 23, said she was a co-worker of Rogers’ at a heart device monitoring company. She said Rogers spoiled her children and the messy house was just life with children, cats, a dog and fish.
“She told me she’s never lived alone and now that her kids are gone and her husband is gone, she’s just a mess,” Quartman said.
A horrified Peggy Allen, Allen’s mother, said she had talked to Rogers about the dirty condition of the home, saying it was important to keep a clean house. Allen said she is estranged from her son and that he has kept his family away from the grandchildren.
“It’s embarrassing,” she said. “We’re a Christian family and Jonathan has not been raised that way.”
