Stockton Police Officer Holds Black Men at Gun Point for Switching Lanes!

Tempers are rising in Stockton, CA after a video is starting to circulate of a man dressed in plain clothes who claimed to be an officer, pulling his gun on two black men and holding them basically hostage. The guy who is supposedly the officer never identified himself as one, causing one of the men being detained to repeatedly ask "You're a cop? What is your Badge Number?" It is not clear how this story ends but I wanted to shed some light on the situation.
Is this guy wrong?? If he is a cop should he be suspended or fired for not identifying his self as an officer? What are your thoughts?
