Governor Gavin Newsom is instructing California police officers to stop the use and training of the carotid hold. The carotid hold is different from a choke hold. It is a form of choke hold that cuts the blood flow to the brain. Chokehold restraints are already banned in California.
The governor said,
At the end of the day, the carotid hold that literally is designed to stop people's blood from flowing into their brain. That has no place any longer in 21st century practices.
A legislation is in the works to ban the carotid hold in California. The governor will sign it as soon as it gets to his desk.
